Description: Thebill establishes six guidelines to be followed by public agencies in Curitiba when using artificial intelligence: transparency (the use of AI must be accompanied by understandable justifications), respect for privacy and the protection of citizens’ data, accountability (“clear and precise identification” of the party responsible for actions delegated to AI), inclusion (use must respect the diversity of the population), and prevention (measures to safeguard against harm caused by decisions made by AI). Seto noted that AI is already in use in Curitiba, citing as examples the 156 Call Center, the Digital Wall, traffic monitoring, and case management at the Municipal Attorney General’s Office. “[AIs] must be committed to human dignity and the value of the human person. The administration cannot have carte blanche to do as it pleases; it must deliver high-quality public policies. While the law provides legal certainty for the use of AIs in Curitiba, it also establishes parameters for commitment to the public good,” explained Nori Seto. In Article 2, he stipulated that all such systems must be auditable and “subject to appropriate oversight.” The plenary vote was observed by Aline Macohin, a specialist in new technologies and creator of the Responsible Artificial Intelligence portal, who assisted in drafting the bill.
